This is your device sending a request to Apple to activate Facetime/iMessage.
It's not carrier related it will happen on any network you're on - google the number in question and you'll get plenty of responses.
Generally it only nets to send the one message to activate. However you might find it happens again if say you do a network reset on the device or disable then re-enable iMessage for example.

You don't tell people about this on signup. You don't mention this charge in your user guides for iPhones.
Neither Spark nor 2degrees charge this. It happens every time the phone is rebooted. The alternative is to turn off iMessage - so lose a major feature of iPhones.
I literally signed up yesterday and I'm porting back to my old provider today. This charge is unacceptable - my plan is expensive enough without Vodafone chalking up the minor charges for things no one else charges for.

Also this will not be happening every time the phone is rebooted. It will happen when SIM is changed, IOS is updated, factory reset, iMessage or FaceTime is turned off / on.
nah it can happen at random. my iphone did it 4 times this month.

Same problem here since I've got to NZ I am charged for text messages. I even turned iMessage off, but I am still charged. Somethimes it charges me every 30 minutes even if not changing SIM or rebooting. This is weird.
