I don't think Vodafone use that type of antenna but I could be wrong... I can see what your talking about I think they must be for CB Radio or something. Can you see a equipment shelter anywhere around the outside og the building? this would indicate that it is indeed a cellsite,

I was there a week ago - Had no 3G data, just SMS / Calling. Locals said it is an ongoing issue and most have switched over to Spark because of this.

FWIW - It seems any users who have had an issue have not been raising these with Vodafone. - There has not been a single customer ticket logged for this site since 6/09/2016.

Absolutely.. If something goes wrong alarms are generated -- (that is my job as a NOC Engineer to monitor and manage all Network alarms, the NOC monitors and manages the entire network 24/7 365).
In this instance, the site did not exhibit any alarms. More of a 'performance' issue than a software / hardware issue or something which alarming was configured for.
Obviously there can be ad-hoc cases (very rare) where there is an issue, and no alarms generated, and reliant on customer complaints to identify an issue.
