How does vodafone address the 'theft' of mobile numbers?

It seems that overseas it is not entirely uncommon for people to 'steal' mobile numbers by pretending to be the owner of the mobile number and getting a new sim card issued or getting the number moved to  a new provider.

 

The ways the risk of this is reduced differes between carriers (overseas, from what I can see).

 

With more and more information being tied to our mobile phones I was wondering what measures vodafone had in place to ensure that if someone is requesting a new sim (or supposedly moving thier number to a new carrier) that it is actually the owner of the number/account?

They need the SIM number from the SIM card that has the number they want to transfer (prepay)

 

or for on account they need the account number.

 

Not easy to get this info make sure the on account bills are emailed rather then posted.
