My Vodafone Ultra Hub has 2 phone ports.
I currently have a phone in port 1, can I connect a second phone to port 2?

Hi
The second port is not configured for any service. So you will not be able to use it. If you plug a phone there it will just give you a disconnect tone.

Guess I'll have to put a splitter on the other one.

Thats one way of doing that but not the best way. The other way is to get a Multi Handset supported Dect Phone.
the splitter way may cause problems with quality of the line and if there is a problem you will have a real pain diagnosing it.
My suggestion to you is to go with a DECT phone.
if you have being migrated to VOIP ( VDSL) customer then you should give a call to the sales team and discuss the issue.
