What means chargeable TXT service and how I can receive TXT messages if I am abroad?

Hello, I've received a message "Sorry u don't have enough credit 2 receive a chargeable TXT service". What does it mean? I thought receiving of TXT messages in roaming is for free... Thank you in advance for your answer. Oleksandr Serdiuk. oleksandr.serdiuk@outlook.com
