It is my mums account I was asking the question on her behalf

OK; yes there can be another authorised person on the account for some changes (eg addresses / to access private account INFO etc)
But if you are wanting to authorise someone else to change plans, resign or get a new handset, no, these will all still need to be authorised by the Account Holder as these involve a legal contract with the account holder (you are not able to agree to this on their behalf).
