I am trying to connect my secondary modem to another wall jack on second level of my house, but the internet light does not turn to green on the modem. Any help will be appreciated.

Cause the master telephone jack point can only be used with the modem! This is how it should be and working as designed.

Splitter was installed

Thanks John for your reply. So if i put a splitter and connect the LAN cable (Rj45) to the splitter will i be able to use the second wall jack and my secondary modem or should i use a router from my main modem to connect the second wall jack ?

I'm not sure you will be able to get two modems conencted at the same time.

Get a powerline kit and plug the router into that. Just make sure you turn off DHCP on the 2nd router.

Good answer @psychnurse correct you will not be able to have two modems with two concurrent internet connections established on your xDSL line / service.

One internet connection = One Modem connected. Any other services you want to run need to be connected back to that one modem (EG Wifi Extenders)
