What can we do if we suspect that someone is operating a ISMI catcher in my area. I have very suspisious activity going on with my phone and network.

very unlikley. What do you think is suspicious? It could be poor coverage or you may have a neighbour with a Sure Signal you are connecting too if in range.

This would be a criminal matter that would need to be reported to the NZ Police.
