My mail server on a VF static IP is being consitently blacklisted

I've been running a Windows-based SmarterMail mail server for a number of years, just for my own domain...of 1 person!... for a number of years. THe biggest problem has been, and is currently, consistently having mail returned and blacklisted because my static IP is within a normally dynamic "residential" range, and "cannot be trusted". I've been told that VF could put some sort of entry in their DNS that helps with that...?

"You could be listed if your IP Address was previously dynamically assigned, or if your ISP gave you a static assignment and did not assign a distinguished PTR-Record, aka a "Reverse DNS Entry."

 

Anyone know the person or process to go about getting this checked and added?
