My email @clear.net.nz is currently a POP3 account, can it be changed to a IMAP account?

You can set it up on your ipad regardless - here's the how to for email on iPad.

Welcome to the Community. 

Just swap to these Clearnet IMAP settings, same username/password etc as for your POP email.

Under my Account in Microsoft Outlook it wont let me change Account Type from POP3 to IMAP!

 

Do I need to set up a new account?

Yes, set up a new one but keep the old one as the emails will be on your machine.

Thanks, once I have dont that will I then be able to use this email on the Outlook App on my iPad?

Thanks, however my issue is that I use both the PC and iPad for the emails, and the syncing in them is not good, as the iPad will continue to downlaod them even if I have read and deleted them from the PC, and I dont want to have to do it all again on the iPad!

If both are set up to IMAP then when you delete from one, you delete it from the server and other device will sync.

Thanks, I tried to set it up as IMAP on the PC however it kept asking for the password and would not load any emails, even though I had the password correct.

This happens to me too.  A dialog box keeps popping up with the username and a blank password input box.
